Dallas Fed Announces Executive Promotions

DALLAS—The Federal Reserve Bank of Dallas has announced the following promotions:

— Alfreda B. Norman has been promoted to vice president and community affairs officer. She will oversee a new Community Development Department focused on promoting community and economic development and fair and impartial access to credit across the Eleventh District.

Previously, Norman served as assistant vice president. Prior to joining the Fed, she was Bank of America’s neighborhood development officer and held Texas-based Community Reinvestment Act responsibilities with its mortgage lending group.

She holds a bachelor's degree from Southern Methodist University and is a graduate of the University of Virginia's Graduate School of Retail Banking.

—Laurel Brewster has been promoted to public affairs officer.

Brewster has held multiple positions with the Dallas Fed and San Francisco Fed since 1998. Prior to joining the Fed, she served as vice president for corporate communications for Grand Center, Inc., the arts district in St. Louis.

She holds a bachelor’s degree from Bard College and a master’s degree in museum studies from Syracuse University.

—James Hoard has been promoted to public affairs officer.

Previously, Hoard served as director of media relations and external affairs. He has over 30 years of experience in various public relations positions, including service in Washington, D.C. as press aide for a U.S. senator and for a Texas state senator in Austin.

He holds a bachelor’s degree from Midwestern State University and a master’s degree from West Texas A&M University.

 —Vince Pacheco has been promoted to examining officer in the Banking Supervision Department.

Previously, Pacheco served as director of applications. He joined the Bank in 1990 as an associate examiner in Banking Supervision after serving as an examiner in the state of New Mexico’s Division of Financial Institutions.

Pacheco holds a bachelor’s degree in business administration from the University of Central Oklahoma, a master’s degree in business administration from the University of Dallas and is a graduate of the Stonier Graduate School of Banking.
