Gerald Rubin reappointed to Dallas Fed's El Paso Branch board

DALLAS—The Federal Reserve Bank of Dallas has re-appointed Gerald J. Rubin of El Paso to the board of directors of the bank’s El Paso Branch. He will serve a three-year term ending Dec. 31, 2009.

Rubin has been chairman, chief executive officer and president of Helen of Troy Ltd. since 1968. He is also president of River Oaks Properties Ltd.

Rubin has served as a director for Chase Bank and First City Bank, both in El Paso. He has also served on the boards of the Downtown Management District, International Council of Shopping Centers, El Paso Boy’s Club, El Paso Chamber of Commerce and Junior Achievement.

He received a bachelor’s degree in biological sciences from Texas Western College and completed graduate work at Arizona State University.

The El Paso Branch board consists of seven members, four appointed by the Dallas Fed and three by the Federal Reserve Board of Governors.
