Community Development Decision Flow Chart

Revised March 2014

When CRA officers gather with their examiners, the top question they ask is whether their activity qualifies for CRA purposes. This Community Development Decision Flow Chart helps answer that question. The chart, shown here, is a quick reference guide that walks you through standard questions to determine whether an activity counts for CRA purposes. The first step of the process is to decide whether an activity is a loan, investment or service. From there, the chart flags circumstances that would disqualify an activity from community development credit.
