Community Development Decision Flow Chart

When CRA officers gather with their examiners, the top question they ask is whether their activity qualifies for CRA purposes. Kevin Leas, regional review examiner for compliance at the FDIC, developed a Community Development Decision Flow Chart to help answer that question. The chart, shown here, is a quick reference guide that walks you through standard questions to determine whether an activity counts for CRA purposes. The first step of the process is to decide whether an activity is a loan, investment or service. From there, the chart flags circumstances that would disqualify an activity from community development credit.
